You can only make the exchange at the front counter (no drive thru) of a participating McDonald's and it's limited to one exchange per person (but you can literally give them the lowest denomination of any foreign currency).
If you can't seem to rustle up any foreign money around the house, you can always visit your local currency exchange to pick some up to participate in the promotion.
